The Academy of Continuing Legal Education presents a program September 14, 2010, Tuesday, to provide information on developments in Ohio election law since the Academy's April, 2010, and March and December, 2009, programs, as a result of Federal litigation and Ohio legislation. Classes applied for to the Office of CLE for 6.5 hours of CLE credit will be presented, including:
"2010 Statutory and Judicial Changes to Campaign Finance", by Joshua A. Kimsey, Esq., elections counsel to the Secretary of State of Ohio. This will discuss the United States Supreme Court decision in Citizens United v. Federal Elections Commission (January 21, 2010), related litigation and Secretary of State directives, Ohio Transition Account reporting for successful candidates, and other current Federal and State litigation and legislation.
"Ohio Elections Commission Jurisdiction and Procedure" by Philip C. Richter, Esq., Executive Director of the Ohio Elections Commission since 1996. This will include discussions of how a complaint of a violation comes before the Commission, what kinds of violations come before the Commission, how the Commission proceeds, what remedial acts the Commission can require, and what penalties the Commission may impose, with discussion of required disclosures on publications, campaign finance reporting, allowable contributions, and allowable expenses.
"Election Day Polling Place and Early Voting Issues", presented by Brian E. Shinn, Esq., Chief Elections Counsel and General Counsel to the Secretary of State of Ohio, discussing voter registration, residency requirements, early voting, what activities at polling places are permitted and prohibited, extended voting hours preparedness and procedures. This is an Update of Mr. Shinn's August, 2008 presentations which prepared election officials throughout the State for the Presidential election.
There will be a panel presentation of "Campaign Finance Reporting for Candidates, County Political Parties, and Issue Campaigns: Legal Liabilities", with discussion of what groups are required to report campaign financial activities for State of Ohio purposes; distinguishing federal reporting requirements, meta-disclosure of original. sources of contributions made through artificial entities, and the liabilities of individuals and organizations for violations of campaign finance reporting requirements. .
The Substance Abuse video prepared by Judge Kenneth R. Spanagel of the Parma Municipal Court will be offered.
The seminar location is The Richfield Conference Center, at the Days Inn, formerly the Quality Inn, 4742 Brecksville Road, Richfield, Ohio 44286, on Route 21 immediately south of the Ohio Turnpike exchange with Interstate Route 77.

Price for the six and one-half hours of CLE is $225.00, for registrations paid by September 9, 2010. Late registrations, received after September 9, are $250.00, to cover the expense of reproducing additional sets of the course materials at an expedited cost.
A discounted Early Registration fee is available for Board of Elections Directors and Deputy Directors from smaller counties attending together, and attorneys representing small-county governments, described online here.
